After President-elect Trump and Elon Musk torpedoed a bipartisan spending plan, Congress scrambled to try to salvage a continuing resolution to avoid an imminent government shutdown. Trump was insisting on raising or even eliminating the debt limit. NBC News’ Ryan Nobles reports.
